Sometimes, not always, while parked I try and roll up the driver's window. It goes up and then comes back down halfway and stops, even if I keep holding the switch, engine running or not, in drive/reverse or not. A tried and true trick to try with a power window that won’t go up is to press your palm against the glass and “help” the window up while pushing the button. If there is any life left in the motor at all, this may be enough to get it back up. If only the rear windows aren’t working, there is a lock out switch on most vehicles.

I am experiencing the same thing on my new (2019) 2.5 Limited. I am planning to bring this up with the dealer when I have my first service in a month or so but in the meantime, I use the drivers side control to bring the passenger window all the way down and then bring it up again intermittently, a little bit at a time until fully closed.
