It’s definitely ok to come to a complete stop on the parkway ramps. Also helps to have a car with some pickup haha. It's not just the on ramps either, but the exit ramps as well. Sunken meadow parkway, take exit S3 for example. The signage clearly says 10MPH. If you hit the curve at the normal exit ramp speed, RIP.
