It only drops from opulent chests on the derelict leviathan. You can open those chests with opulent keys. You get opulent keys on the derelict leviathan from killing bosses, nightmare containments, and patrol chests. Without the season 17 pass, all you can do is farm for those keys and hope you get what you want.

Doing containment runs randomly drops opulent keys which are used to open chests on the leviathan and can drop the mini tool.
