Picked up my 2006 F-150 STX 4x4 on Friday from the local Ford Service Center. IWE solenoid replacement cost me $207. Solenoid was $57. Looks like they installed a part (6L3Z-9H465-B) that doesn't have the so-called "water-cap" across the top. Diagnostic test was $137.

So I've tested the vacuum lines to the IWEs and used a vacuum pump and the IWEs work just fine. The problem appears at my solonoid. If one is bad, the other is likely similarly worn. Max, it could be the wheel bearings. The IWE issue almost always happens when the truck is cold and is driven in 2wd. Also, there are countless leveling kits out there, aluminum, plastic and fabricated. To test the vaccum system, get a good vacuum pump with a guage on it, about $60 (or cheaper) at alot of parts stores. -If when you try to shift into 4WD and it will not engage, most likely your solenoid is not working and releasing the vacuum to the actuators and engaging the hubs.
