The tractor is an early production 3000 (April ’65) according to the serial number and all casting dates support that. 3000 setup for Draft control adjustment. Draft control lever in draft position. Quadrant 4 1/8 in. from top. Shop manual shows 3.75 in. I tried both. Lift arms in fully raised position.Fix lift control lever & draft control lever. Also there is a cam follower pin (dowel) that gets badly worn from riding on a cam for many years. Replace it. If the cam is badly worn, build it up with weld and grind it back to near original. Also, make sure that your draft control system moves freely. Where the cable hooks to the rock shaft there are is an about 1/4" diameter stainless shaft that the cable pushes about 3 inches into a stainless tube. It appears to have a full range of motion. The shafts just don't move until about the last 1/4" or 1/2" of the cable movement. That's why I figured it must be the internal adjustment.

As JMOR says, you are compressing springs as shown in the picture. Selecting Position control moves the pin onto the cam as in the picture. There is little lubrication in the area of the cam and pin so the pin wears when you use Position control and if you constantly use Position rather than Draft, the pin has a limited life.
