Scrap everything wood in your settlements then build a bunch fence posts for 2 wood each, then scrap them all and build more of them! You can rinse and repeat until you go crazy or run out of wood. Managed to solve it. For anyone else in future having this problem, just make sure you navigate into: Fallout 4/Data/Meshes > Delete sky folder. Fallout 4/Data/textures > Delete sky folder. At Longfellow's I built an epic fully-furnished 14 story lighthouse with a concrete outcropping that encloses the water purifier system. It glitches constantly.
