Without crossbow expert, you can indeed dual wield hand crossbow but because of that ammunition property, you wont be able to get more then 1 attack off before having to sheath/drop one crossbow to reload. The real combo is with sharpshooter to get 10 flat damage + dex mod on two attacks. #31.
