Sometime debris can get into the working Obverse Die that is striking the Blank Planchet and this would not allow certain numbers, letters of images to be struck on the coin. Take a look at this 1987 dime. I had to lighten it in some of the images so you could hopefully see it better. It is almost black in most areas. There are so many things wrong with this coin.... The G is broken and stretched or something.
