Flats lagoon and mourn are cities where you can openly sell hashish. Like go straight up to the regular traders. Flats lagoon is the better option because there are 4-5 traders that keep 25k on deck. All shops in Flats Lagoon will pay 400%, if you're looking to unload lots of merchandise easily in one town.

Doing so can cause odd bugs because the game cannot properly forget the data of the old save. Importing resolves most such issues. #1.
