Replaced the O-ring on the suction fitting on the pump and problem went away. I just used one of the extra green O-rings I had left over from an AC o-ring kit.

The whine happens even with all accessories off, with the radiator fans off, and no matter what gear I am in. The whine seems to be coming from around the serpentine belt area.
