Alien Blaster is fun. And I second the Two Shot suggestion if you don't have one. Two shot is the strongest prefix by a fairly decent margin. It's even to the point that it has similar DPS (on a full health build) to a Commando Fixer. If you already have the pistol build, Gamma Guns are also really fun (if you are using Vats).

The sound most guns (I didn't check them all) make is "loud"- even The Fixer since it's a trumped up coat rifle, and laser guns. The sound a Bow makes is "quiet". The sound a combat knife makes is "silent". The sound that both the Alien Blaster and Disintegrator make is "normal". So it's quieter than most guns, but not bow or knife quiet.

The plan can be found in black mountain ordinance, I forget which tnt dome. Pretty sure you saw the gun, not the plan. I've been running a full health build using a two-shot cryo alien blaster for about 3 months now. It's still very much off-meta, but it's been totally viable. The new science perks are an excellent bump in power. The rifle is another weapons, not a modification like for other laser weapons. Fallout 4, it was meh at first, though the unique one in nuka world was really good, likely one of the better pistols for sure. fallout 76....a pistol made of pipe and wood totally outplays a weapon made of unheard of technology.

The only mod you can actually find in game is the one in dome 2. You just farm it and scrap it and it unlocks mods.
