You are right, the game does not make it clear if a spell is an attack or a save. Rule of thumb, if it is a single target and does damage its usually an attack. If it is an AOE of any kind it will be a save. If it is a single target and its an effect (like mind control) its a save. There are a couple hybrid situation spells, and some oddballs.
