Wherever backpacks are targeted loot can drop it. If thats a mission or open area then yes those sources can drop it. Otherwise you can always run countdown or summit with backpack targeted loot chosen. Exotic caches can also drop it randomly.

I farmed Heroic Summit and targeted backpacks for more than 12 hours with no exotic backpack or exotic drop whatsoever. Did it on Challenging and got Memento within 30-45 minutes. Apparently challenging is where you want to farm your exotics.
For whatever reason the memento won't drop trophies if your in a pre-WT map session. It also won't work properly if your a 31-39 leveling up through wony without a level 40 in your session. Seems like a weird bug, but it's not new. This ☝🏻. I realise this is an old comment, but this was what I was looking for...
