To skate, switch to a sword with eager edge active, then press jump - heavy attack - super/shatterdive. These 3 commands need to be input in very quick succession. For shatterskate I actually press all 3 simultaneously and that works 95% of the time. Yes, you go noticeably faster with enhanced eager. nope. I’ve heard it does nothing for actual shatterskating but it lunges you further with a regular light attack. Not sure if this is factual but in this case if you can do the flat ground skate which requires a light attack, might push further than non enhanced.

It's actually going to be pretty interesting. You can get Eager Edge + BaS or Eager Edge + Cold Steel (Champ Stuns) and it's going to give The Other Half a run for its money.
